The Tolman-Oppenheimer-Volkoff (TOV) limit is the theoretical maximum mass for a neutron star, estimated at 2-3 solar masses. Above this threshold, neutron degeneracy pressure cannot halt gravitational collapse, and the remnant becomes a black hole.
